Equestrians have been working with the city since 2002 to come up with a place to hold events. Horse riders used to go to the old Antelope Valley Fairgrounds at Division and AvenueI for events, but that arena was lost when the fairgrounds shifted to a site at AvenueH and the Antelope Valley Freeway. Local equestrian group representatives estimate there are 45,000 horses – and mules and donkeys – in the Antelope Valley. The announcement was made at an event noting the upcoming California Trail Days on May19 and20, a statewide recognition of the importance of trails and their upkeep. The annual recognition is intended to encourage volunteers to work together with park officials, land managers and other trail users on trail access, advocacy, education, fundraising, and maintenance and repair. “Palmdale has recognized how important trails are to making the city a livable community,” Macdonald said. The arena is being built on part of 17acres earmarked for the future Tejon Park. PALMDALE – City officials and horse riders on Thursday announced plans for an equestrian arena at the western end of the Barrel Springs Trail, giving riding groups a place to hold events. A 45,000-square-foot arena will be built at the trail on Barrel Springs Road, east of Sierra Highway. The arena will be used for horse shows, club competitions, fundraisers, clinics and other events for local groups, supporters say. The project, financed with the help of a $160,000 Los Angeles County grant, is expected to be under construction by late June and take about a month to complete. The city will work with an equestrian advisory group on the project. Cross voting Two Gujarat Congress legislators, Alpesh Thakor and Dhavalsinh Zala, resigned from the State Assembly, after voting against the Congress candidates, defying the party whip. “The Congress observer tried to create a lot of issues over my vote, so you can understand for whom did I vote,” Mr. Thakor told mediapersons after casting his vote. According to sources, both Mr. Thakor and Nr, Dhaval are likely to join BJP soon and will contest the by-elections from their respective assembly seats.The BJP candidates also got additional votes of lone NCP MLA Kandhal Jadeja and two Bhartiya Tribal Party (BTP) legislators Chhotubhai Vasava and his son Mahesh Vasava.It may be noted that Mr. Vasava’s vote was crucial for Congress veteran Ahmed Patel’s victory in 2017 when Mr. Patel could barely win after a dozen legislators had split from the Congress. Haryana Chief Electoral Officer Anurag Agarwal on Saturday said the Election Commission of India and Union Ministry of Home Affairs have been requested to provide 200 companies of paramilitary forces for smooth conducting of Assembly polls in the State, slated for October 21. Mr. Agarwal said that with the announcement of election programme by the EC, the model code of conduct has come into effect. “After the second revision of electoral list on August 27, 2019, the final voter list has been published. As per the list, 1.83 crore voters including 1.07 lakh service voters would exercise their right to franchise.” He said that as the process for updating the electoral roll is in progress, the number of voters is expected to be increased further.“As many as 3.64 lakh voters of age group between 18 and 19 years are eligible to cast their votes in the Assembly elections this time,” he said. Mr. Agarwal said 19,442 voting centres have been established in the State including 5,511 in urban areas and 13,931 in rural areas. “There are 10,288 polling locations in the State,” he said. Request have been made to the EC for converting polling stations, where the number of voters is more than 1500, into auxiliary ones. The number of such polling stations in the State is 136. “There are 26,329 control units and 40,615 ballot units. Besides, an arrangement of 27,996 Voter Verifiable Paper Audit Trail (VVPAT) machines has been made,” he added.
Nagaland has undertaken an exercise to cleanse the education system of proxy teachers “appointed” by regular employees in order to avoid working out of their comfort zones.The crackdown began with the State’s Directorate of School Education ordering 16 teachers to join their places of posting in Kiphire district, bordering Myanmar, on Monday.To ensure that these teachers do not go back to their old ways of letting a substitute teach on their behalf, the directorate asked them to email their photographs with the school building in the background as well as photographs while taking classes. The directorate has sought such photos every day from November 11 to the end of the academic session this year.“The reforms in the education sector have begun in earnest with inspection of schools,” said Mmhonlumo Kikon, BJP legislator and the State government’s advisor for IT, Science and Technology. He credited the reforms to school education advisor K. Tokugha Sukhalu and the department’s principal director Shanavas C.The crackdown started from November 4 to 7 with Mr. Shanavas undertaking inspection of schools in Kiphire district. He found 16 teachers absent from their duty, but with proxies teaching on their behalf.“We don’t have data on how many proxy teachers are working but the situation is very grave. We have made a start and hope the step taken against the Kiphire teachers would send a message to other teachers who have been guilty of such unethical practice,” Mr Shanavas told The Hindu.He added that district education officials have been asked to survey the schools in their areas of operation toward purging the system of proxy teachers, many of whom are not qualified to teach.Investigations by NGOs in the past had revealed the regular teachers usually pay their proxies a fraction of their salaries while staying put at home in urban centres or villages in a different district and pursuing business or other vocations. The proxies teach in the name of the regulars.Mr. Sukhalu said the 16 teachers have been told to sign an undertaking they would henceforth be regular and not keep proxy in their place of posting. “The undertaking has to be countersigned by the head of the institute, Village Education Committee, and district education officer or sub-divisional education officer. Failure to comply with the order will invite legal action and termination of service without any further notice,” he added.On November 8, the Directorate of School Education published the names of the 16 teachers in Kiphire district who either kept proxies or were absent from duty for a long period. One of the teachers, a woman posted at Government Middle School at Zhimkiur, had “appointed” two locals as proxy teachers.
